The Minister for Planning approved Amendment C123 to the Whitehorse Planning Scheme on 3October 2013. The amendment came into effect on this date and Notice of Approval was also published in the Government Gazette on this date.
The amendment applies to land known as the Crossway Baptist Church site, which includes the following addresses:
The amendment introduces Development Plan Overlay Schedule 4 (DPO4) to the land. The DPO4 requires that a development plan / master plan be prepared to guide the future use and development of the site prior to the issue of any planning permit.
Both the amendment and the master/development plan were on public exhibition from Thursday 26 April 2012 to Monday 28 May 2012. Council considered all submissions regarding the amendment at its meeting on 17 September 2012 and resolved to refer them to an independent panel for further consideration.
The panel hearing was held on Tuesday 26 and Wednesday 27 March 2013 at the Whitehorse Civic Centre, 379-397 Whitehorse Road, Nunawading. The panel’s report and recommendations on the amendment was received on 25 April 2013. Panel largely supported the Amendment and Council’s position. Council resolved to adopt the amendment and refer it to the Minister for Planning for approval.
