The Victorian Government’s new residential zones came into effect in the City of Whitehorse on 14 October 2014 with the gazettal of Amendment C160 to the Whitehorse Planning Scheme.
On 6 October 2014, the Minister for Planning requested that the Residential Zones Standing Advisory Committee (the Committee) review the Neighbourhood Residential Zone schedules that were proposed as part of the original Amendment C160.
The schedules were on exhibition between 9 February and 6 March 2015 and the committee received fifty five (55) submissions. A public hearing was held on 31 March and 1-2 April 2015 at the Whitehorse Civic Centre where the Committee heard from Council and a number of individuals and community group representatives. On 10 November 2015 Council received the Committee’s report, and on 12 November 2015 the new schedules to the Neighbourhood Residential Zone came into effect as Amendment C174 to the Whitehorse Planning Scheme.
The Committee in their report concluded that Council’s proposed schedules to the Neighbourhood Residential Zone should be approved subject to some changes. Council was successful in obtaining a number of the provisions it requested. This includes the requirement for two canopy trees per dwelling, increased private open space requirements, increased permeable open space, reduced site coverage allowances and modified setbacks. Together these provisions work to ensure that new development fits in with the prevailing neighbourhood character of our City. These new provisions sit alongside new local planning policies introduced previously, all of which will help to ensure that new development in Whitehorse occurs in accordance with our community’s vision.
