Whitehorse City Council

Whitehorse Early Learning Service
Council’s Whitehorse Early Learning Service (WELS) consists of five children’s services centres (long-day care) which provide education and care for children from six weeks to five years old. WELS also provides a state-funded four-year-old kindergarten program at each centre.

Children With Additional Needs
The Inclusion and Professional Support Program promotes and maintains high quality, inclusive education and care for all children in eligible childcare settings. This is achieved by increasing the knowledge and skills of educators, and the capacity of education and care services, through providing professional development, advice and access to additional resources and support.
