ESD Submission Guidelines

Council has established different levels of submission requirements based on the size and type of application:  

 Category Type of Development Application Requirements
 Residential and mixed use (with residential component)
 Small Development of less than three dwellings. Sustainable Design Assessment (voluntary)
 Medium Development of three to nine dwellings. Sustainable Design Assessment
 Large Development of 10 or more dwellings or other accommodation. ESD Management Plan and Green Travel Plan
 Non-residential
 Small Developments with a total gross floor area less than 500m2. Sustainable Design Assessment (voluntary)
 Medium

Developments with a total gross floor area between and including 500m2 and 1000m2: or
Alterations and additions of between and including 500m2 and 1000m2.

Sustainable Design Assessment
 Large Developments with a total gross floor area of more than 1000m2; or
Alterations and additions greater than 1000m2.
ESD Management Plan and Green Travel Plan

Voluntary Submission

Residential developments of less than three dwellings and non-residential developments with a total gross floor area of less than 500m2 are encouraged to submit a Sustainable Design Assessment on a voluntary basis.

Sustainable Design Assessment (SDA)

A Sustainable Design Assessment (SDA) is required for medium developments, comprising of 3 to 9 residential dwellings or 500m2 to 1000m2 of non-residential Gross Floor Area (GFA).

ESD Management Plan and Green Travel Plan

An ESD Management Plan and Green Travel Plan will be required for all larger developments comprising of 10 or more new residential dwellings, or non residential developments of more than 1000m2 Gross Floor Area (including alterations or additions).
