Engineering Civil Plans

Where a planning permit has been issued for development work within Whitehorse, civil/drainage plans must be submitted to Council for approval. A civil/drainage plan must also be submitted for approval where outfall drains are to be constructed for any other development not requiring a Planning Permit (including single dwellings, extensions to existing dwellings, garages). 

Once you have obtained a Planning Permit (if required) and a Stormwater Legal Point of Discharge has been issued by Council, engineering civil/drainage plans are required to be submitted to the Engineering Asset Team, Engineering and Environmental Services Department, for checking and approval. Fees apply for plans to be checked and approved. Please see Development Plan Checking Fees schedule below. 

 


Subdivisions

In accordance with the Subdivision Act 1988, where new civil assets (e.g. drains, roads, footpaths) are constructed as part of subdivision works, and Council (after a nominated period) takes over the management and maintenance of those civil assets, the developer must submit (prior to certification) a cost estimate of these works to Council.

The engineering civil/drainage plans for these works must be submitted to Council for checking and approval. Fees for checking civil plans shall be 0.75% of the estimated cost of civil works in accordance with the Subdivision Act 1988. Under the same Act, fees for supervising the works shall be 2.5% of the estimated cost of civil works. Fees are GST free.

Documents to be submitted with application:

  1. Completed pdf icon Checklist for Submission of Engineering Civil Plans.pdf (32.48kB)
  2. Plans – two copies, to an appropriate scale (electronic copies are preferred)
  3. Estimate of cost of civil works
  4. Payment of fee (0.75% of the estimated cost of civil works to check and approve plans and 2.5% of the estimated cost of civil works to supervise works)

Development Plan Checking Fees 

The fee for checking and approving civil plans for all other developments is based on the size of the development, as specified in the table below. 

Plan Checking Fees (GST exclusive)

Outfall drains – single dwellings and any structures that require building permits $151.70
Two and three lot developments with common property $202.00
Four to nine lot developments with common property $504.50
10+ developments with common property $755.50
Apartment buildings $251.20
Small commercial developments <500m2 and one to five industrial/factory/warehouse developments $202.00
Medium and large commercial developments >500m2 and five+ industrial/factory/warehouse developments $403.00
