Harrow Street Car Park Redevelopment

About the Project

Whitehorse City Council is redeveloping the old Harrow Street car park in Box Hill into an attractive and light-filled multi-deck car park comprising 550 plus car parking spaces, vehicle electric charging points, bicycle racks, motorcycle spaces, dedicated community space and welcoming plaza adjoining the local Pioneer Park.

The new five-level car park will provide workers, shoppers and other visitors to Box Hill with flexible, accessible and safe car parking opportunities while enhancing the commercial sustainability and vibrancy of Box Hill Central. The car park will provide a net increase of 250 plus parking spaces in the immediate vicinity.

As a designated Metropolitan Activity Centre by the Victorian Government, Box Hill is growing as the second most important retail, commercial and residential precinct outside central Melbourne. In planning ahead for this growth, the new car park is a key element of Council’s Box Hill Structure Plan and Box Hill Car Parking Strategy. This strategy was informed by a detailed study of car parking across the Box Hill activity centre, examination of growth forecasts and community consultation.

The project’s go ahead was dependent upon the sale settlement and finalisation of the planning permit process for redevelopment of the nearby Cambridge Street Car Park site. Council sold the Cambridge Street Car Park site to a developer in 2016 who is redeveloping it into a mix of commercial and retail spaces, residential accommodation, 104-place child care centre and large public open spaces.

Public Opening

The new Harrow Street car park will open to the public late July 2019 and the Cambridge Street Car Park will close. Council has appointed Care Park to operate the new Harrow Street Car Park. They currently operate several other car parks in Box Hill including the Council-owned Watts Street multi-deck car park.

The operational arrangements are as follows:

  • Vehicle entry / exit is from John Street
  • Pedestrian entry / exit is from Harrow Street

Wednesday 6.00am – Midnight
Thursday 6.00am – Midnight
Friday 6.00am – 1am
Saturday 6.00am – 1am
Sunday 6.00am – Midnight
  • Ticketing and payment is via Care Park’s Auto Pay system. Upon entry to the car park, customers press the gate control to obtain a ticket and gain entry. Before returning to their car, customers must pay for their ticket at an Autopay station located on the ground floor. Validated tickets are then inserted into a reader at the exit and the boom gate will lift automatically. Each Autopay location is connected to Care Park’s car park monitoring system which provides 24-hour service and contact with a Care Park staff member to handle any payment or car park equipment issues
  • Car park rates will be displayed at the front entrance. Fees will be similar to those charged at the Watts Street Car Park
  • CCTV security cameras will operate on all five levels

Construction Program

Council awarded the building contract to leading Australian construction firm Buxton Construction (Vic) Pty Ltd in September 2018.

Construction of the car park is expected to take place from mid-October 2018 to mid-2019.

Although the car park will be operational in July 2019, some further works will be conducted until the end of August 2019, including fit-out of new tenancy spaces (hoarding to remain in place along Harrow Street frontage), redevelopment of Pioneer Park and installation of a new signalised pedestrian crossing on Station Street near the Harrow Street intersection.
Traffic movements and parking associated with the project will be planned, managed and monitored throughout the construction period as follows:

  • part of Pioneer Park will be sectioned off and appropriately resurfaced for parking by staff and patients of the Medical Centre
  • there will be no exit from the laneway leading from John Street on the east of the site through to Station Street on the west; entry and exit will be from John Street only
  • Council’s parking officers will continue to patrol the area and enforce parking restrictions as needed for the safety and convenience of everyone.
