Health Business & Safety Information
All hairdressers, beauty therapists, nail salons, tattooists, ear/body piercers, and colonic irrigation businesses within the City of Whitehorse must be registered under the Public Health and Wellbeing Act 2008.
To ensure that these facilities operate in accordance with the Public Health and Wellbeing Regulations 2009, Council’s Environmental Health Officers inspect these facilities.
Health operators need to ensure that they conduct their businesses in a safe and hygienic manner. Unsafe or unhygienic practices can have an impact on the health of customers and encourage the spread of infectious disease.

New Health Business Registration
All hairdressers, beauty therapists, nail salons, tattooists, ear/body piercers, and colonic irrigation businesses must register with Council before commencing trade. This process involves:
- Submitting plans and specifications with the floor plan application form
- Completing a registration application form
- Undergoing a final inspection before the new business can begin operating

Renew Your Registration
Council will send you a notice to renew your Public Health and Wellbeing Act registration in the post. Pay the registration fee in person or by post.
Buying an Existing Health Business
Before you buy an existing health business, Council recommends that you obtain a Public Health and Wellbeing Act Transfer Inspection Report from the Environmental Health Unit. The report will list all non-compliances. There is a fee associated with this service and you will need the current proprietor to sign a form to release the information.
