Mitcham is one of the larger neighbourhood activity centres in the City of Whitehorse. It provides retail, commercial, medical, community service and recreational opportunities for the local population, as well as for the resident and working population in the Nunawading MegaMile Major Activity Centre (MAC).
In May 2012, the Victorian State Government announced funding for construction of the separation of road and rail at the intersections of Mitcham and Rooks Roads and the Belgrave/Lilydale railway line. Council supports VicRoads’ decision to lower the rail line under Mitcham Road and believes it will create significant opportunities in the immediate area.
The current Nunawading Megamile Major Activity Centre and Mitcham Neighbourhood Activity Centre Structure Plan was adopted by Council in April 2008. It provides a guide for future development for Nunawading Megamile MAC and Mitcham NAC. The Structure Plan provides some guidance on built form outcomes in the Mitcham Station Precinct, however these are based on current circumstances and did not plan for the area post separation of road and rail.
VicRoads has published a draft design for the road and rail separation. Information on this was distributed to local residents and businesses in July 2012. Council has responded by developing the draft Mitcham Station Precinct Built Form and Public Realm Guidelines for the area immediately affected by the separation of road and rail.
The Mitcham Station Precinct Built Form and Public Realm Guidelines (the Guidelines) identify ways to improve the Mitcham Station Precinct including new public spaces, better pedestrian and cycling movement, and the opportunity to revitalise the area through new development and landscaping. The Guidelines are intended to work together with Council’s existing Nunawading Megamile Major Activity Centre and Mitcham Neighbourhood Activity Centre Structure Plan, which was prepared prior to plans to separate the road and rail crossing.
The draft Guidelines were on public exhibition between 28 August 2012 and 28 September 2012. The exhibition of the draft Guidelines involved the direct notification of the owners and occupiers broadly within a 500 metre radius of the station, and notification and meetings with community groups and organisations. Advertising was also published in the Whitehorse Leader and on Council’s website, and a community ‘drop in’ session was held at Mitcham Community House on Saturday 15 September 2012 for the community to discuss the draft Guidelines with Council officers.
Eighty eight (88) submissions were received and these submissions were considered by Council at its meeting of 10 December 2012 where it resolved to adopt the draft guidelines, subject to some changes. These changes, as well as a number of recommendations for further actions arising from the community comments and to facilitate implementation of the Guidelines, are summarised in Council’s resolution of 10 December 2012.
VicRoads will finalise their design after awarding a contract for construction in early 2013. Council will provide the final Guidelines and the submissions to VicRoads for their consideration in order to influence the final design of the rail crossing removal project. In the future, Council will seek authorisation from the Minister for Planning to prepare and exhibit an amendment to the Whitehorse Planning Scheme to implement the guidelines.
