Council delivers more than 100 services to its residents while Whitehorse continues to have one of the lowest levels of rates in metropolitan Melbourne.
Rates provide approximately 56% of Council's total annual income. This income funds various Council services such as aged and disability, waste and recycling and youth services as well as the maintenance of roads and footpaths, parks and gardens, street lighting, libraries and so on.
Council's rating year starts each year on 1 July and ends 30 June.

Annual rate notices are issued by Council in August each year. Ratepayers can elect to pay their rates in a lump sum or by instalments.
Payment in Full
Rates can be paid in one lump sum or by instalments. If you have elected to pay your rates in one lump sum, Council must receive full payment by Monday 15 February 2010. Late payments will be charged interest.
Paying by Instalments
The key dates for paying your rates by instalments are:
- Instalment 1: Wednesday 30 September 2009
- Instalment 2: Monday 30 November 2009
- Instalment 3: Monday 1 March 2010
- Instalment 4: Monday 31 May 2010
Payments received after Wednesday 30 September 2009 will not be accepted as an instalment payment and will be treated as a part payment with the balance due Monday 15 February 2010.
Any ratepayer who may experience difficulties in paying their rates should contact Council’s Rates Department on 9262 6292 to discuss alternative options.
Interest charges will apply to any rates and charges outstanding after the due date.
Payment Options
Council has several options to assist people in paying their rates, including:
- Internet – pay by credit card (Mastercard or Visa) through Council's online payment system
- Mail – make cheque payable to Whitehorse City Council. Mail bottom portion of rate notice and payment to: Whitehorse City Council, GPO Box 1859, Melbourne VIC 3001. Receipts will not be issued for payments by mail
- BPAY – Biller code 18325. Please contact your financial institution and quote your 10 digit 'Customer Reference Number' shown on the front of your rate notice
- Phone – payment by credit card (Mastercard or Visa) can be made by calling 1300 120 147 and quoting your assessment number as listed on the front of your rate notice
- Direct debit – call Council on 9262 6333 for more information. Please note, credit card accounts are not accepted.
- In person – present your rate notice with your payment to any of Council's Service Centres (Whitehorse Civic Centre in Nunawading, Forest Hill Chase Shopping Centre or Box Hill Town Hall). EFTPOS, credit card, cheque, cash or money order are accepted. Payment can also be made at any Australia Post outlet
