Council offers rebates for rainwater tanks, greywater treatment systems and solar hot water units and solar panels (photovoltaic cells). To find out more information about the rebates, click on the links below.

In addition to Council rebates, the following Victorian and Australian Government water and energy rebates are also available.
Victorian Government Water Smart Gardens and Homes Rebate Scheme
The Water Smart Gardens and Homes Rebate Scheme gives Victorians the chance to save water and money on eligible water-saving products between 1 July 2009 and 30 June 2011.
Eligible products and rebate available (conditions apply) include:
- Installation of a rainwater tank and rainwater tank to toilet connection:
- $150 for a tank 600 litres or greater
- An additional $150 for toilet connection
- $1000 for a tank 4000+ litres connected to toilet and laundry
- $900 for a tank 4000+ litres connected to toilet or laundry
- $500 for tank 2000-3999 litres connected to toilet and/or laundry
- $500 rebate for Permanent Greywater installation
- $150 rebate for installation of a hot water recirculator
- $50 rebate for installation of a dual flush toilet
- Installation of up to two showerheads per property:
- $10 – rebate per showerhead costing between $30 and $100
- $20 - rebate per showerhead costing more than $100
- $50 rebate for a water conservation home audits
- $30 when you spend $100 on a basket of goods. Includes products such as mulch, flow control valves, wetting/moisture agent, compost or mulch bin, soil moisture & rain sensors, garden tap timers, drip watering system or weep hoses, trigger nozzles, temporary greywater diverters, rainwater diverters, waterless car cleaning products, shower timers and toilet flush interrupter devices

Australian Government’s National Rainwater and Greywater Initiative
As part of the $12.9 billion Water for the Future plan, the Government is delivering the $250 million to help people use water wisely in their everyday lives. The rebate is available until 30 June 2012 or until the date when program funds have been fully allocated, whichever occurs first.
The Australian Government is providing:
- Rebates of up to $500 for households to install rainwater tanks or greywater systems
- Rebates of up to $500 are available to households for either:
- The purchase and installation of a new rainwater tank which is connected for internal reuse of the water for toilet and/or laundry use; or
- The purchase and installation of a permanent greywater treatment system.

Victorian Government Gas Hot Water Rebate
The Gas Hot Water Rebate program provides rebates for the purchase and installation of natural gas and LPG water heaters (5 star energy rated) in households that currently use a peak (day-rate) electric water heater:
- $400 for a 5-star instantaneous or storage hot water heater (4+ star for internal systems)
- $700 for concession card holders, as above
- $300 installation rebate if you live in a flat or apartment where there's a separate occupancy directly above or below you
Victorian Government Solar Hot Water Rebate
The Victorian Government Metropolitan Melbourne rebate of between $300 and $1500 is available to assist households in Metropolitan Melbourne to switch their existing gas hot water system or electric hot water system to solar. Rebates for solar hot water systems will vary depending on the size and performance of the system, relative installation costs, your location and other incentives available.
The Victorian Government rebate takes the form of a point-of-sale discount on the supply and installation cost and is only available through participating suppliers Details of rebate amounts and a list of eligible solar water heaters will be on the Sustainability Victoria Online Database used by participating suppliers and available at www.resourcesmart.vic.gov.au/rebates or by calling the hotline on 1300 366 195.
Australian Government’s Energy Efficient Homes Package
The Federal Government’s Environment Minister, Mr Peter Garrett, has announced the discontinuation of the home insulation program and changes to the solar hot water rebate.
- The Federal Government’s solar hot water rebate is reduced from $1600 to $1000 and the rebate for heat pumps reduced from $1000 to $600.
- Applies only to residents replacing an existing electric hot water system with a solar hot water or heat pump system; along with RECs and VEECs rebates the overall rebate available to residents replacing existing electric hot water systems with solar hot water is now around $2500.
For residents replacing gas hot water systems the State Government rebate applies and this remains unchanged; along with RECs VEECs rebates the overall rebate available to residents replacing existing gas hot water systems with solar hot water remains around $2450.
Key points on how the announced:
- New solar hot water orders (after 19/02/2010) replacing existing electric hot water systems will receive the Federal Government’s new rebate amount $1000. To be claimed through Medicare, currently no program guidelines.
- Existing customers who have placed an order on or prior to 19/02/2010 are unaffected by the change*
- Existing customers with installation in progress or completed are unaffected by the change*
- State Government rebate for residents replacing gas systems remains unchanged
- RECs and VEECs rebates (applicable to residents replacing electric or gas hot water systems) remain unchanged
* System needs to be installed and rebate application received by the Department of the Environment, Water, Heritage and the Arts no later than 19 March 2010.

Changes to the Green Loans Program
On 19 February 2010, the following changes to the governments Green Loans Program were announced:
The actual loan component of the Green Loans program will be discontinued from 22 March 2010, however assessments will continue to allow residents to make informed decisions about how to improve the energy and water efficiency of their home.
- An extra 600,000 free Home Sustainability Assessments have been added to the 360,000 already committed to the program! This means assessments are still going ahead.
- A new call centre has been set up for more efficient bookings.
