Whitehorse Early Learning Service
Council's Whitehorse Early Learning Service (WELS) consists of five long day care centres and one occasional care centre that provide care and education for children between the ages of zero and six years.
The long day care centres offer full-time and part-time care in a specially designed centre. A children’s services director, qualified staff, experienced co-workers and a cook are employed to provide excellence in service delivery.
All of the centres strictly adhere to Department of Human Services (DHS) regulatory requirements for children's services.
Kindergarten Program
The kindergarten programs are state-funded and are operated by staff members that have completed a Bachelor of Education (Early Childhood).
Early childhood educators provide programs that increase children's capacity for discovery and exploration.
Long Day Care Service
The long day care service has achieved, and maintained, high quality accreditation with the National Childcare Accreditation Council.
Qualified and experienced staff provide developmentally appropriate play-based care and education programs. The service provides:
- Cancer Council endorsed sun safe centres
- School readiness program
- Parent education nights
- Nutritious meals catering for individual needs
- Access to inclusion support facilitators (ISFs)
- Childcare benefit
Childcare Benefit
Parents may apply for a childcare fee subsidy through the Family Assistance Office (Centrelink). The amount of subsidy you receive is means-tested. Contact the Family Assistance Office on 13 61 50.

Inclusion Support Program for Children with Additional Needs
The Inclusion Support Agency in the Eastern Metropolitan region employs inclusion support facilitators (ISFs) to ensure that children with additional needs are accepted into the children's services centres. Children with additional needs include those from a non-English speaking background, Aboriginal or Torres Strait Islanders or children with a disability or developmental delay.
