Whitehorse City Council is redeveloping the old Harrow Street car park in Box Hill into an attractive and light-filled multi-deck car park comprising of 550+ car parking bays, bicycle parking, dedicated community space and welcoming plaza adjoining the local Pioneer Park.
The new five-level car park will provide workers, shoppers and other visitors to Box Hill with flexible, accessible and safe car parking opportunities while enhancing the commercial sustainability and vibrancy of Box Hill central.
As a designated Metropolitan Activity Centre by the Victorian Government, Box Hill is growing as the second most important retail, commercial and residential precinct outside central Melbourne. In planning ahead for this growth, the new car park is a key element of Council’s Box Hill Structure Plan and Box Hill Car Parking Strategy. This strategy was informed by a detailed study of car parking across the Box Hill activity centre, examination of growth forecasts and community consultation.
With the sale of the Council-owned Cambridge Street car park site to developers in 2016, the new multi-deck car park will help address car parking challenges in this busy part of Box Hill by providing an additional 260+ car parking spaces in the immediate vicinity.
The innovative concept design, by award-winning firm MGS Architects, will ensure that the building integrates positively with the surrounding environment. Key benefits will include a highly aesthetic facade with inbuilt landscape setbacks along John and Harrow Streets, strong visual and physical connection with Pioneer Park, preservation of the local landscape character and retention of the existing mature eucalypt trees along the southern boundary to preserve the existing buffer.
Based on the advice of traffic experts, the car park entry / exit point will be on John Street. Entry from John Street is the safest option for vehicles and will have the least impact on traffic flow. And to ensure pedestrian safety and convenience, a new signalised pedestrian crossing will be installed on Station Street providing direct access between the new car park and central Box Hill retailers, restaurants, government services and businesses.
A planning process is currently underway to allow the redevelopment of the Cambridge Street car park site with large public open spaces, a mix of commercial and retail spaces, apartments, residential hotel and a 104-place child care centre. Construction of the new Harrow Street car park will only start upon completion of this planning process and the sale settlement of the Cambridge Street site, anticipated in early 2018.
Construction of the new multi-deck car park will take about 11 months to complete. To ensure motorists have continuity of car parking during this time, the Cambridge Street car park will continue to operate until the new Harrow Street multi-deck car park opens.
The project will cost in the vicinity of $16.7 million and be fully funded by Council over two financial years.
