First Time Pet Registration

Pet registration is a legal requirement under the Domestic Animals Act 1994 for every dog and cat over three months of age. Registration enables Council to provide facilities such as dog parks, pounds and shelters and reunite lost pets with their owners.

To be registered, all cats and dogs must:

  • be over 3 months of age and microchipped
  • all cats must be desexed 

As soon as your pet reaches three months of age it must be registered no matter what time of year.

Registration renewals are due April 10 each year and an annual fee applies. Pensioner concessions are available.

Registrations can also be transferred from other councils.

You can be fined for not registering your pet.

Documentation Required 

To be eligible for reduced registration fees, you will need to provide proof of entitlement:

  • sterilisation / desexing certificate - or exemption letter from a vet
  • microchip certificate and microchip number (15 digits)
  • membership of an approved association
  • obedience papers from an approved obedience training organisation
  • Domestic Animal Business registration as a breeding business

Your dog is microchipped and meets one of the following:

  • is desexed
  • is 10 years of age or older
  • has undergone obedience training from an approved organisation
  • is kept for breeding by a domestic animal business

Your dog is not desexed and is microchipped. You have a valid Pensioner Concession Card.

Guide Dog Guide dog for a visually or hearing impaired person. This does not include a companion or assistance animal. You must still register a guide dog even though there is no fee. $0
Guide Dog Puppy - Carer Guide dog puppy foster / in training for a visually or hearing impaired person. This does not include a companion animal. You must still register a guide dog puppy even though there is no fee. $0
Government Authority A dog working with a person who is carrying out duties for a Department or Agency of the State or Commonwealth. You must still register a government authority dog even though there is no fee. $0
Under 3 Months Your dog is under 3 months of age, de-sexed and microchipped. $0
Transfer from Another Council Your dog is registered for the current registration year (10 April 2021 to 9 April 2022) in another council within Victoria. Proof must be provided (a Renewal Notice will not be accepted). $0

You must declare if your dog is a restricted breed as defined by the Domestic Animals Act 1994. Restricted breeds include:

  • Pitbull Terrier
  • American Pitbull Terrier
  • Fila Brasileiro
  • Dogo Argentino
  • Japanese Tosa
  • Perro de Presa Canario
  • and their crosses

Cats

Your cat is not desexed and is microchipped.

Your cat can only remain un-desexed if it is:

  • Owned by a person who is current member of an applicable organisation and the animal is registered with that organisation; and
  • Examined by a vet who then provides written advice detailing how de-sexing would be prejudicial to the animal’s health. You must provide that written advice.
  • Currently registered in another council

Your cat is microchipped and meets one of the following:

  • Desexed
  • 10 years of age or older
  • Registered with an approved association of which the owner is also a member
  • Kept for breeding by a domestic animal business
