Tree Controls, Removal, Lopping and Pruning

The City of Whitehorse has a number of overlays that protect trees and vegetation on private and Council land throughout the municipality. These overlays are intended to preserve and enhance the landscape within Whitehorse. Under some of the overlays tree removal, lopping, pruning and works within 4 metres of trees may require a planning permit.

New tree controls are in place

New tree controls have been approved that apply throughout City of Whitehorse  and most residential areas now have some level of tree protection. This affects both trees on private land and street trees.

Step 1 - Click on the map below to establish if there are any overlays on your property.

Step 2 - Check if a planning permit is associated with your property (this may be to the previous property address if a subdivision has occurred). You will need to refer to the landscape plan to determine any trees that must be retained. Check out your responsibility to maintain trees on your property related to a planning permit. This is in addition to any overlay controls.  

Step 3 - Once you know which overlay/s affect your property refer to the relevant information below to determine if a planning permit is required. Not all overlays include tree controls, refer to the Whitehorse Planning Scheme for information related to overlays not included below.

In the event a planning permit is required 

Replacement trees are often required in the event a planning permit for removal of a tree(s) is approved. The 'Trees for Whitehorse Gardens by Height ( PDF 3.45MB)' provides some guidance to potential replacement trees.

Step 1 - Determine the type of application you need.  If you are applying to remove one (1) tree only and have not had a VicSmart permit approved in the last 12 months for tree removal or lopping, you may apply for a VicSmart application for one (1) tree only.  Otherwise a regular planning permit application is required.

Step 3 - Prepare all relevant documentation. The Request a Copy of Title page will show you how to obtain a copy of Title.  The Council Arboriculture Victoria website includes Guideline for the preparation of Arborist reports.  This is a useful resource for understanding what information should be included in Arborist reports.  

Step 4 - Once you are ready to submit your application lodge and apply online.
