The Victorian Building Regulations and the Building Code of Australia specify the Australian standard construction requirements, maintenance and safe use of a pool or spa. All pools or spas require a Building Permit. 

Your responsibilities as the Owner, Occupier or Tenant 

It is your responsibility as the owner, occupier or tenant of a property with a pool or spa to ensure it is safe at all times.

This page provides a preliminary guide to help ensure that your home has a safe swimming pool, paddling pool or spa.

Any swimming pool or spa fence, barrier, gate or door must be maintained in good working order. It is an offence to prop open any gate or door providing access to a swimming pool or spa. 

Proposed Regulations

The Victorian government, recently passed legislation to make the registration of swimming pools and spas mandatory and introduce a new compliance regime to improve swimming pool and spa safety, which will come into effect on 1 December 2019. Further information in relation to this legislation will be available once the VBA provide further guidance.
