Box Hill Metropolitan Activity Centre Built Form Guidelines and Amendment C175

At its meeting on 19 September 2016, Council resolved to endorse the draft Box Hill Metropolitan Activity Centre Built Form Guidelines (the Guidelines). The guidelines were prepared in response to the identified need to provide guidance on the built form and environment in key areas of Box Hill. This need was as a result of the scale and intensity of development occurring in the Activity Centre. While the Box Hill Transit City Activity Centre Structure Plan (the Structure Plan) is the primary guiding document for Council the Guidelines identify key directions for the urban form in Box Hill and consider aspects of built form including street frontages, heights, building articulation, pedestrian access, building separation and depths, landscaping and overshadowing.

Amendment C175 map

Planning Scheme Amendment C175 proposes to implement the Guidelines by:

  • Introducing a Design and Development Overlay (DDO) and applying it to the precincts within the Structure Plan
  • Rezoning various sites in the Structure Plan area, and
  • Revising local planning policy in the Whitehorse Planning Scheme to reference the Guidelines.

The Guidelines and Planning Scheme Amendment C175 were publicly exhibited from 16 February 2017 to 17 March 2017. A total of 206 submissions and pro-forma responses were received. The submissions were received from local residents, landowners and business owners/operators in the Box Hill Major Activity Centre. No submissions were received from public authorities or agencies.

Consideration of Submissions

At its meeting on 15 May 2017 Council considered the submissions received in relation to Amendment C175 and resolved that Council:

  1. Being the Planning Authority, having considered the submissions in relation to Amendment C175, request the Minister for Planning appoint an Independent Panel to consider the Amendment and the submissions in accordance with the Planning and Environment Act 1987;
  2. Authorises officers to update the Guidelines and Design and Development Overlay with the  recommended changes included in this report;
  3. Advise all submitters of the request for an Independent Planning Panel; and
  4. Continue advocating to the State Government about upgrading the Box Hill Transit Interchange as a result of the ongoing designation of Box Hill as a Metropolitan Activity Centre

Planning Panel

An independent Planning Panel was appointed by the Minister for Planning to consider the Amendment and the submissions received. The Panel Hearing was held over nine days from Monday 24 July 2017 until Friday 4 August 2017 at the Box Hill Town Hall.
