Each year, Council prepares an Annual Action Plan that sets out the key initiatives we will undertake to deliver on the objectives of the Integrated Council Plan 2025-2029 and support our community’s evolving needs.
As you can read in our Q1 and Q2 performance reports, we’re making steady progress on the actions for Year 1. Highlights include:
- Signing a Memorandum of Understanding (MOU) with Deakin University to enhance collaboration and maximise opportunities for students and graduates.
- Establishing a Business Concierge Program which improves customer experience when navigating through Council’s permit system.
- Delivering the Community Voices Project to provide an inclusive and engaging experience for seniors and the broader community.
- Developing a Strategic Property Framework to support in making decisions to improve the use and management of Council’s properties.
- Over 200 residents participated in planting more than 3,000 plants at Wurundjeri Walk on National Tree Day, organised by Council and the local community.
We’re now preparing for the work scheduled to take place in Year 2.
These actions represent practical steps toward improving services, infrastructure and opportunities across our community. They are directly informed by the feedback and ideas shared by community members during the Shaping Whitehorse consultation in 2024, which helped establish the priorities in our Integrated Council Plan.

There are 65 proposed actions for Year 2. Some of the key projects and actions per Strategic Direction are:
Community
- Improve Council strategies for community safety through implementation of the Whitehorse Community Safety Plan.
Built
- Encourage active transport uptake through upgrading pedestrian and cycling paths across the municipality.
Economy
- Enable our business precincts to thrive through establishment of a business precinct program for new and emerging trader associations.
Natural
- Expand our urban forest, tree canopy, and habitat through community and Council indigenous plantings along Gardiners Creek Trail.
Governance
- Strengthen community's trust in decision-making with a focus on 'closing the loop' on engagement projects.

We are preparing the Proposed Budget 2026/27, which outlines the funding for the services, programs and actions that support the delivery of our Integrated Council Plan for the Whitehorse community.
Community consultation for the Proposed Budget 2026/27 will take place from Wednesday 22 April to Sunday 10 May 2026. We encourage you to get involved and share your feedback.
Your input helps ensure our decisions reflect the needs and priorities of the community.
