Camping and Caravans

The Whitehorse Community Local Law 2024 ( PDF 973.95KB) has restrictions on storage of caravans and camping in the City of Whitehorse.

Caravans

Under the Whitehorse Community Local Law 2024 ( PDF 973.95KB), a resident may not, without a permit:

  • On Council land, a road or in a Public Place, store, keep or allow to be placed caravan for longer than 14 continuous days (S3.8).
  • On any land, store more than one caravan (S 3.11).

Camping

The Whitehorse Community Local Law 2024 ( PDF 973.95KB) allows for camping on land under limited circumstances:

  • The owner or occupier of land must not camp, or allow any other person to camp, on that land in a manner that causes a nuisance (S3.14)
  • A person must not, without a permit, camp in a tent, vehicle, caravan or any other temporary or makeshift accommodation on Council land or in a Public Place (S2.6).

NOTE: Camping means the occupation or use of a tent, annexe or similar structure, sleeping bag, caravan, mobile home or other moveable vehicle for accommodation.

Rough Sleeper Camping

The need to camp in a public place may vary however, many of the people who camp in public places are homeless. They can be referred to the open door entry point for homeless people for the City of Whitehorse:
