Councillor update from Cr Hayley Weller for June/July 2026
I am delighted to be chairing the Whitehorse Disability Advisory Committee (WDAC) this year. The WDAC plays an important role in advising Council on how we can remove systemic, structural, cultural and social barriers that affect people with disability in our community.
Council has recently appointed 15 community members to the Committee, including people with disability, carers and family members, and representatives from local organisations. Their lived experience and expertise ensure our work is grounded in what truly matters.
A major focus for the WDAC this year is the development and implementation of the Disability Action Plan 2026—
2030 (DAP). This Plan outlines Council’s commitment to creating an inclusive municipality where people with disability experience belonging, independence and full participation in community life. It has been shaped by extensive community engagement, legislative requirements under the Commonwealth Disability Discrimination Act 1992 and the Victorian Disability Act 2006, and best practice research. It also aligns with Council’s Integrated Council Plan.
The DAP identifies 5 priority areas:
- Improving access to goods, services and programs
- Enhancing the built environment
- Reducing employment barriers
- Increasing community participation
- Addressing discriminatory attitudes
The Plan adopts a human rights and social model of disability, emphasising universal design, accessible communication, meaningful engagement and strong partnerships. Actions include improving accessible information, reviewing services, expanding inclusive programs, enhancing public spaces, advocating for accessible transport, strengthening inclusive employment pathways and delivering disability awareness training.
The DAP uses an outcomes framework focused on access, participation, influence and respect, supported by 6 Conditions for Inclusion. The Plan is anticipated to be considered by Council in June.
