Lake Ward Updates - October and November 2026

Councillor update from Cr Hayley Weller 

In February I shared that progressing the future of Silver Grove is a key priority for Lake Ward – and it still is. Silver Grove is one of our most significant strategic sites. It’s a 2.4 hectare parcel right in the heart of the Nunawading Activity Centre, with strong potential to support new housing, open space and broader investment in the area.

The site is eligible for the Department of Transport and Planning's (DTP) Unlocking Strategic Sites Program (Tranche 2), and Council is now preparing the required information, including our preferred land use and zoning intent.

An early concept for the site shows a high-density mixed use precinct with apartments alongside retail and commercial spaces, improved public areas and a modern community facility, which could include a library. Environmental assessments confirm the land is suitable, with only minor design measures needed to manage potential noise, dust and odour impacts. 

Later in 2026, Council will run community engagement to hear your views on land use options. This will help shape the business case before any detailed design work begins. 

Once Council has confirmed its preferred land use intent, 2 rezoning pathways are available: the DTP's accelerated process or a Council-led pathway offering greater control. The state election outcome, along with rezoning timing and valuation evidence, will guide which pathway Council takes and how windfall gains tax may affect our financial position. A Council report and decision is expected in early 2027, once updated modelling gives us a clear picture of the impacts.
