As part of the annual budget, expenditure related to Council-owned and managed assets is called the Capital Works Program.
The Capital Works Program is made up of infrastructure, property, plant & equipment-related projects.
We prioritise projects based on community need and Council’s Asset Management Strategy.
Key Program Highlights
The $89 million Capital Works Program for 2026/27 provides $64.26 million to renew and upgrade the city’s existing $4.54 billion community assets and $25.06 million for new and expanded assets. It includes:
- $46.17 million for land, buildings and building improvements
- $11.80 million for recreational, leisure and community facilities
- $9.79 million for roads and off-street car parks
- $6.40 million for plant and equipment
- $5.47 million for footpaths and cycleways
- $6.23 million for parks, open space and streetscapes
- $3.45 million for drainage improvements
Of this total capital budget, $24.34 million will be funded from Council reserves and $23.14 million from external grants and contributions.
Key highlights of the 2026/27 Capital Works Program include $14.18 million to continue the construction of the Box Hill City Oval major redevelopment, $13.68 million in pavilion upgrades, and a $12.00 million provision for land acquisitions (including $9.00m for settlement of property acquisitions for Mont Albert Road, Mont Albert and 53 & 55 Station Street, Burwood).
