Emergency Services and Volunteers Fund (ESVF)

On 1 July 2025 the Victorian State Government introduced the Emergency Services and Volunteers Fund (ESVF) which will appear on your Valuation and Rate Notice. This replaces the Fire Services Property Levy (FSPL). 

Council is legislated to collect this levy on behalf of the State Government. 

How ESVF is calculated 

ESVF has two parts based on your property’s classification and Capital Improved Value (CIV). 

  1. A fixed charge – based on your property category i.e. residential, commercial etc. 
  2. The variable charge – based on the CIV and property category. Current pensioner concessions apply. 

Volunteer Rebate 

Eligible emergency services volunteers can apply for a rebate through the State Government. Applicants must provide a copy of their current rate notice and have no more than $50 in arrears
