Major construction works to relocate existing utility services will continue throughout 2022. The Level Crossing Removal Project Team (LXRP) needs to relocate these utility services so they can lower the rail line into the trench in 2023 and remove the level crossings at Union Road and Mont Albert Road. In May, LXRP will continue these works in local streets.

Sunbury Crescent and Robinson Road

Sewer and drainage works will be ongoing in Sunbury Crescent and will commence on Robinson Road.

Lorne Parade

Watermain and combined service route (CSR) relocation works are continuing on Lorne Parade. Telstra and United Energy will also be working in Lorne Parade to relocate telecommunication and electricity services.

Stirling Crescent

CitiPower will continue electricity relocation works on Stirling Crescent alongside CSR installation and drainage, and sewer works will commence.

Mont Albert Road

Watermain relocation and site investigation works will be carried out on Mont Albert Road.

Union Road

Watermain and drainage works will commence on Union Road. Site investigations will also be carried out throughout May.

Beresford Street and Gordon Street

Electricity relocation works will commence on Beresford Street and Gordon Street. Construction of foundations for equipment will commence and sewer works will continue on Beresford Street.

Beresford Street and High Street

Sewer works will commence on Beresford and High Street.

Montrose Street

The two properties on Montrose Street that have been included in the project will be cleared and prepared for construction. Our contractors will remove and recycle as much as possible before commencing demolition and clearing vegetation. At the conclusion of the project, these properties will be transformed into a pocket park with paths into the new station as well as new open space and extensive landscaping.

Surrey Park

Site establishment works have commenced in Surrey Park and will be ongoing throughout May.

Some services, such as electricity, gas, and telecommunications, will be relocated by the relevant authorities, and they will communicate with impacted residents and businesses directly.

Other works that will continue include: •

  • Ongoing site investigations to check underground services
  • Site establishment works, including excavation, fencing, workforce facilities and lighting at our site compounds on Canterbury Road, Beresford Street, Lorne Parade, Mont Albert Road, Stirling Crescent and Surrey Park
  • Removal of vegetation, stumps and logs will continue
  • Trenching, boring and installation of pre-cast concrete pits for a new combined services route along the rail line
  • Sewer and drainage works will continue
  • Ongoing CitiPower and United Energy service relocation works will be carried out on Union Road, Mont Albert Road, Beresford Street and surrounding local roads.
  • Transporting machinery to other areas of the site outside of normal construction hours
  • The two properties on Montrose Street that have been included in the project to create new open space and an additional entrance to the station will be cleared and prepared for construction.

Vegetation

Details about trees that will be retained or removed have been provided in previous LXRP notices, available at levelcrossings.vic.gov.au. LXRP has retained some large logs for reuse in local schools, parks, and other recreational facilities, as well as the project’s landscaping.

At the conclusion of the project, LXRP will install extensive new landscaping with 52,000 new trees, shrubs and plants across the project. For every tree LXRP removes, they will plant at least two new trees, either as part of landscaping or elsewhere in the local area.

Road and pedestrian disruptions

To safely undertake works, traffic management will be in place in local streets throughout the year. Further information on these works will be provided to adjacent properties.

Details

Beresford, Montrose and Wilson streets

The road closure at the intersection of Beresford, Montrose and Wilson streets will extend up to Gordon Street.

Union Road

Traffic management will be in place on Union Road at the level crossing during the day from 10 May for approximately two weeks. As part of these works, we will need to temporarily close up to 10 car parks on Union Road.

During the night, road closures will be in place on Union Road between Croydon Road and Windsor Crescent from 10pm and 6am from 10 May for approximately three weeks.

The Union Road pedestrian underpass will also be closed during these night works. Pedestrian detours will be in place around Surrey Hills Station to ensure safe access to the station. Detours will be in place via Mont Albert Road, Canterbury Road, Elgar Road and Balwyn Road.

Mont Albert Road

Lane closures on Mont Albert Road will be in place between 2 May to 6 May to relocate watermain services.

On 10 and 11 May, a full road closure will be in place on Mont Albert Road at the level crossing. Detours and traffic management will be in place during this period.

Sunbury Crescent and Robinson Road

Road closures and local detours will be in place on Sunbury Crescent and Robinson Road to undertake sewer and drainage works from Wednesday 4 May for up to four weeks. Access to Coles Local basement car park will be maintained via Union Road

Beresford Street and High Street

Road closures and local detours will be in place on Beresford Street and High Street during May to relocate power poles. Please follow directions from traffic management.

Churchill Street

A road closure is currently in place for vehicles travelling eastbound on Churchill Street until mid-2022. A detour is in place via Mont Albert and Elgar roads. Access to properties is maintained via Elgar Road.

Lorne Parade

A road closure and local detours are currently in place on Lorne Parade to relocate the watermain. Please follow directions from traffic management.

Stirling Crescent

Road closures, local detours and traffic management will be in place on Stirling Crescent during May to complete sewer, drainage and CSR works. Please follow directions from traffic management.

Hamilton Street car park

Traffic management will be in place at times in the Hamilton Street car park while service investigation works are carried out throughout May

Surrey Hills Station car parks

While the commuter car parks are closed, free alternative weekday parking is available at Box Hill. Sign up at https://commuter.aceparking.com.au/ to allow you free exit and entry to Ace Parking at Box Hill. Terms and conditions apply. The bike storage facility at Surrey Hills Station will remain open. Accessible car spaces are available at Canterbury Station.

What to expect

Temporary signage will be installed on local streets to create clearways for construction vehicles. Reduced speed zones will also be implemented.

Some trimming of overhanging tree branches in local streets is required for the safe passage of machinery to our work sites.

  • Increase in construction vehicles on local streets
  • Pedestrian access will be maintained
  • Some night works

Specific communications will be distributed to residents in streets affected by works.

How this will affect you

Throughout the work area, some traffic delays are to be expected due to these works. Traffic management will be in place to keep the public and LXRP work crews safe. Please drive with care and follow the signs and any directions from traffic control staff.

The majority of work will take place during the day, 7am – 6pm Monday to Saturday, however we will need to work outside of these times, as follows:

From Tuesday 10 May for approximately three weeks, crews will work each night between 10pm and 6am on Union Road between Croydon Road and Windsor Crescent to undertake drainage and watermain works.

Further notice will be provided if we need to work outside normal hours at any other times.

Advance notice: Surrey Hills and Mont Albert Stations night works

Between 9pm – 4am each night from Monday 2 May until Wednesday 4May and also from Sunday 8 May until Wednesday 11 May, crews will work throughout night in the rail corridor and around Surrey Hills and Mont Albert Stations to deliver project materials.
