Amendment C245whse - Ministerial Amendment to the Whitehorse Planning Scheme - Box Hill Central North - Vicinity Centres

The Minister for Planning has approved Amendment C245whse to the Whitehorse Planning Scheme. The town planning consultancy Urbis Pty Ltd, on behalf of Box Hill Central owner Vicinity Centres, requested the Minister to undertake the proposed amendment.

The Victorian Government Department of Transport and Planning placed the draft amendment on public exhibition from Monday 20 February 2023 to Monday 20 March 2023.

 

At Council's meeting on 27 February 2023, Council considered its submission to the Minister for Draft Amendment C245whse.

Council’s submission ( PDF 1.46MB) was submitted to the Minister on 6 March 2023 and key concerns raised in Council’s submission are summarised here ( PDF 263.35KB).

The Minister for Planning referred all submissions to the Priority Projects Standing Advisory Committee. A public hearing was held in September and October 2023 and the Standing Advisory Committee submitted its report to the Minister in November 2023.

About the Amendment

The amendment affects the land shown in Map 1 below (Subject Land), which primarily includes the Vicinity Centres Box Hill Central (North) shopping centre and surrounding land.

The amendment:

  • applies a Specific Controls Overlay (SCO) to facilitate development proposed in the Box Hill Central North Masterplan and make the associated changes to the Whitehorse Planning Scheme. (The Masterplan layout proposed by Vicinity Centres is shown in Figure 1 below)
  • includes a new Incorporated Document titled Box Hill Central North Masterplan in the Whitehorse Planning Scheme
  • applies the Road Closure Overlay for the partial closure of Fairbank Lane (east of Nelson Road).
