Quarterly Performance Report

The Quarterly Performance Report provides the community with quarterly updates on our activities, achievements, and performance towards our Council Plan 2025-2029 and Annual Budget 2025/2026.

Quarterly Performance Report Q3 2025/26 endorsed

The 3rd quarter, January to March, has been an exciting quarter with more than 27,000 people taking part in major community events including the Whitehorse Twilight Markets, Australia Day Concert and Chinese New Year celebrations. Key infrastructure projects progressed, funding was secured to support local business precincts, and grants continued to assist businesses and community groups. Council also advanced initiatives in community safety, sustainability and the arts, supporting residents and showcasing local talent.

Some of the highlights this quarter were:  

  • Community activities: Over 17,500 people attended the new Whitehorse Twilight Markets, while 10,000 joined the Australia Day Concert. The Chinese New Year Festival saw 1,400 community members participate in a creative "Year of the Horse" art activity.
  • Infrastructure & revitalisation: The historic Mont Albert Station was transformed into a community hub featuring Cape Cafe, a social enterprise employing people with disabilities. Additionally, $400,000 in funding was secured to revitalise business precincts in Box Hill and Britannia Mall.
  • Business & financial support: Council engaged 126 mobile businesses and hosted a "Become a Council Supplier" workshop for 85 registrants. The Community Funding Accelerator Program promoted 16 grant opportunities to over 300 organisations, helping 14 local clubs secure sporting grants.
  • Safety & sustainability: A new Community Safety Advisory Committee was established to collaborate with Victoria Police and local partners on public security. Council also held a successful Electric Vehicle workshop to help residents reduce household emissions.
  • Arts & culture: Whitehorse Artspace launched the "Irrepressible" exhibition featuring 53 Victorian artists, and The Round hosted a collaborative chamber music performance between the Affinity Quartet and Blackburn High School students
