Permits can only be issued to skip bin contractors – not residents. The Council skip bin permit cost will be included in the bin hire charge from the skip bin contractor. Skip Bin contractors can apply online for a Council Skip Bin Permit.

The placement of skip bins on City of Whitehorse streets is only legal if permitted by Council and they should only be placed on the road if it is not possible to place them on private land.

If you are the holder of a valid Works Zone Permit, you may place the skip bin in the designated works zone at no additional charge. You are also NOT required to apply for a separate skip bin permit.

1. Skip Bin fee:  $123.00 (ex-GST) for 5 days
2. Additional fee to place Skip Bin in metered bays: $50 (ex-GST) per bay per day

Council must receive permit applications at least 48 business hours prior to the placement of a bulk container or skip bin on the roadway. To avoid infringements or impoundment, skip bin contractors must adhere to the permit conditions.

The Permit assessment process may include an inspection of the site.

Fines can be issued for bins found on Council land that do not comply with Council's permit conditions may be impounded by Council and all costs involved will be charged directly to the skip bin owner.

Once the Skip Bin Permit Application is approved, the Permit will be emailed to the contractor.

Permit Conditions

• The permit holder must ensure that all the permit conditions are complied with at all times.
• The applicant must provide evidence of $20 million of public liability insurance for the permit period.
• The permit is not transferrable:
  • Permits are not to be photocopied and the copies used by someone not named on the permit
  • Permits are not to be leased, sold or given away
  • No form of advertising of a permit for rent, lease, sale profit or other beneficial or fraudulent consideration of causing such an advertisement to be published is permitted.
• Skip bins positioned on the roadway must only be placed outside the resident or business property, unless the written approval of the occupier of the adjoining property is attached to the application.
• This permit is valid only for the stated time period.
• The placement of the bin must conform to the:
  • Whitehorse Community Local Law 2024 ( PDF 973.95KB) PART 2.11
  • Whitehorse City Council’s Domestic and Commercial Waste Management Procedure
  • VicRoads Code of Practice for the Placement of Waste Bins on Road Sides
  • Disability Discrimination Act 1992 principles and relevant codes and standards to provide so as not to cause danger or impede pedestrians.
• A minimum unobstructed distance of 1.8 metres must be maintained from the property line and 0.5m from the kerb at all times.
• Council will NOT allow, without a valid Council permit, the installation of permanent structures on Council land.
• The permit is only valid for one skip bin at the nominated location.
• The skip bin must:
  • Be placed in such a way as not to obstruct manholes, hydrants, telephone boxes, taxi ranks and tram and bus stops
  • Not be placed on a hill or curve where the view is not clear for at least fifty (50) metres
  • Have hazard lighting and/or reflective tape attached to bin when situated on roads so approaching motorists can identify the extent and form of the container
  • Be placed so as not to cause danger to the normal flow of traffic or restrict traffic movements
  • Not be placed on the nature strip or grass reserve.
• The permit holder or their representative must comply with general parking regulations in the area of placement, unless otherwise agreed to by Council. A skip bin permit will not override any clearway or freeway parking restrictions.
• The skip bin must be identified by having the business name, supplier's name and contact telephone numbers.
• Skip bins must not make the land visibly repugnant or detrimental to the general amenity of the area (Whitehorse Community Local Law 2024 ( PDF 973.95KB) PART 2.11)and must be kept in an acceptable state of repair and cleanliness:
  • Spillage must be cleaned up immediately
  • No loose rubbish or waste is to be placed outside the bin
  • Bins must be kept clear of graffiti
• At the conclusion of the permit period a new application form must be submitted.
• The permit must be produced for an Authorised Council Officer on request.
• The permit holder will comply with all directions by a member of Victoria Police or Authorised Council Officer, including a direction that the skip bin be removed from that site.

Permit Condition Breaches

If the permit holder breaches the permit conditions:

• The permit may be cancelled.
• Penalties may be applied.
• Costs incurred by Council may be charged directly to the permit holder.
• Goods or equipment may be impounded.
• Future permit applications may be declined.
