Council has a capital works program to upgrade and maintain our local roads, playgrounds, pavilions, sports fields and other Council owned facilities.
Here is our June 2025 update on some of the new works taking place across Whitehorse.
Elgar Ward
New sporting facilities and lighting for Springfield Park
Construction is underway on the new multi-purpose netball court and cricket nets at Springfield Park in Box Hill North.
A new lighting system for the netball court will be installed to extend the use of this area for the benefit of both organised sport and casual recreational users.
The carpark is being repositioned to allow space for the new multi-use court.
In response to community feedback:
- the cricket nets will be set-back from neighbouring properties
- an assessable concrete walkway will lead from the carpark to the east oval
- the drink fountain will be wheelchair accessible and centrally located for easy access
- two storage cages will be provided behind the cricket nets for use by the sports clubs.
This project will be completed in late 2025.
Terrara Ward
Lighting upgrade for Terrara Park
New sports field lighting works are underway at Terrara Park in Vermont South.
The works include:
- upgrading the existing lights to LED
- installing two new light poles
- planting additional tall canopy trees to better screen the poles from view
- relocating some poles to locations that better light the fields
- increasing the brightness level of the lights from 80 lux to 100 lux
- increasing the height of the poles.
The new lights will be more neighbour friendly as light spill is controlled. The LEDs are energy efficient and the lighting system will have automatic shutoff to ensure the lights are not left on when not in use.
This upgrade further enhances Terrara Park following the pavilion upgrade in 2021.

Improving safety and extending training time at Koonung Park
On Thursday 8 May, a celebration was held at Koonung Park in Blackburn North following the installation of a new scoreboard and upgraded sports lighting.
The electronic scoreboard replaced an old manual board. This has improved safety and reduced the workload for sports club volunteers. The new scoreboard also requires less maintenance.
The upgraded sports lighting system has been in use for more than 12 months allowing the clubs to schedule more games and training sessions, particularly in the evenings, making it easier for more people to get involved.
The light spill to neighbouring properties is well controlled and the two ovals receive significantly improved lighting. The upgrade included the installation of eight 150 lux LED floodlights across both the west and east ovals.
The scoreboard was jointly funded by the Victorian Government, Blackburn North Cricket Club and the Nunawading Lions Football Netball Club. The lighting upgrade was jointly funded by Council and the Victorian Government, and the project was delivered by Council.

Bridge replacement at Blackburn Lake
The timber bridge to the east of the Blackburn Lake Sanctuary playground has been replaced.
The old timber power poles that supported the bridge had rotted and this led to the bridge needing to be closed.
The new bridge features steel beams to support the bridge and a fibreglass nesh surface that is less slippery for visitors.
