Construction Management Plan Process

 

This guide is an indication of the processes triggered for building sites that require a Construction Management Plan (CMP). The sequence of processes will vary depending on the site and type of works being undertaken.

PHASE 1 - Prior to a CMP being endorsed

Application Planning Permit  Developer to obtain planning permit. A construction management plan is a condition on relevant planning permits. Planning Department Visit here for more details

Contact Mandatory CMP Discussion Contact the CMP liaison officer to discuss CMP requirements for the site Planning Department  
Meeting On site discussion Contact the CMP liaison officer to organise an on site meeting to discuss specific site restrictions (this is at the discretion of the CMP liaison officer) Planning Department  

PHASE 2 - Submit CMP and related required permits for CMP endorsement

Application Asset Protection  Builder to submit application for assessment. The Asset Protection bond will be determined through the CMP process and a separate drainage inspection will be required.  Asset Engineering Department Visit here for more details

PHASE 3 - Pre-development 

Application Temporary Vehicle Crossing Builder to submit application for assessment Transport Department Visit here for more details

Notification Inspection Site Inspection with CMP officer, project manager, site supervisor* Planning Department  

*Council will arrange site inspections to ensure all parties are clear about council requirements, planning permit conditions have been satisfied and all required permits and consent are in place

PHASE 4 - Demolition

Notification Commencement of demolition Builder to contact council when demolition stage is due to commence.* Planning Department
Notification Completion of demolition Builder to check if CMP and related permits apply to demolition only and apply for necessary permits for next phase Planning Department

* Check that all relevant permits are in place for this stage of works and planning permit conditions have been satisfied

PHASE 5 - Earthworks

PHASE 6 - Construction

PHASE 7 - Planning Permit Compliance

Notification Site Inspection Site inspection (civil works scope) with reinstatement officer, project manager and/or site manager Builder to contact council to book a site inspection 3 months prior to completion of works to discuss scope for civil works. A bond agreement will be prepared once scope is agreed to Assets
Notification Compliance Inspections Builder to organise compliance inspections throughout devleopment Developer/builder to contact Council CMP Liaison officer to book compliance inspections as required Planning Department
Notification Certificate of Occupancy Builder to apply for Certificate of Occupancy from the Registered Building Surveyor Developer/builder to arrange compliance inspections as required with the project Building Surveyor  
Notification Subdivision Statement of Compliance Builder to apply for Statement of Compliance for Subdivision Developer/builder to contact council to book a final site inspection with the CMP inspector to ensure all planning permit conditions have been satisfied. Planning Department
Notification Site Inspection Site inspection (completion of works) with CMP inspector, Council Asset Engineer, project manager and/or site manager Developer/builder to contact council to book a final site inspection for reinstatement and completion of street scape works. The civil works bond will be returned once the civil works have been completed to Council satisfaction. The asset protection bond will be released after the final Inspection is satisfactory Planning Department
