First Time Online Pet Registration and Fees

Welcome to the City of Whitehorse and thanks for applying to register your pet.

About Pet Registration

The annual pet registration period is from 10 April each year. Council will send you a renewal reminder between February and March by text message and/or email if you provide your mobile and email details.

If you provide proof you have moved from another council and have already paid your registration for the current year we can waive the fee. You will need to provide the Certificate of Current Registration from the other Council ready to upload (NOTE: A Pet Registration Renewal Notice will not be accepted).

Registration Application Evidence Required

  • A copy of the Microchip certificate and microchip number (15 digits)
  • Sterilisation / desexing certificate

Select if you are entitled to a concession* and your dog is not desexed and under 10 years old.

* Concession fees only apply to Pensioner card, War Widow Entitlement and TPI card holders. Health Care and Concession cards are not accepted. Proof must be provided.

  • Your dog is desexed
  • Over 10 years old
  • Used for breeding by proprietor of Domestic Animal Business
  • Registered with an applicable organisation (for a list of organisations see above)
  • Are certified obedience trained

Guide Dog

A guide dog for a visually or hearing impaired person. This includes a companion or assistance animal.

* Guide dog proof must be provided

A fostered guide dog puppy in training for a visually or hearing impaired person. This includes a companion animal.

A dog working with a person who is carrying out duties for a department or agency of the State or Commonwealth.

Under 3 Months of Age Evidence the dog is under three months of age must be provided. $0
Transfer from Another Council*

Select only if your dog is currently registered with another Victorian Council. 

Proof of adoption or a Certificate of Registration is required. A Certificate of Registration is a document that needs to be obtained from the Council where the animal is currently registered. NOTE: a Pet Registration Renewal Notice from that Council is not sufficient.

* The registration fee will be waived for this registration period only.

Cats in the City of Whitehorse being registered for the first time are required to be desexed unless exempt. Proof of exemption is required to be provided.

Registration of Declared Dangerous, Menacing and Restricted Dogs

Applications to register Dangerous or Restricted Breed Dogs may not be made online, please contact 03 9262 6333 and ask for Community Laws. Declared Menacing Dogs may be registered on-line from this page.

Applicable Organisations for Reduced Registration Fees

An applicable organisation is approved by the Minister for Agriculture under section 5A of the Domestic Animals Act 1994 (DA Act). Current applicable organisations include any of the following:

  1. Australian National Cats Inc
  2. Dogs Victoria
  3. Feline Control Council (Victoria) Inc.
  4. The Governing Council of the Cat Fancy Australia and Victoria Inc.
  5. Master Dog Breeders & Associates
  6. Responsible Pet Breeders Australia.

Proof of membership must be provided when you apply.
