Council adopts $241m Budget and Integrated Council Plan to deliver fresh vision for Whitehorse

On Monday 16 June 2025, Whitehorse City Council adopted our Budget 2025/26 and Integrated Council Plan 2025-2029.

The new Integrated Council Plan and $241 million budget will ensure the delivery of high-quality services, while responding to current economic pressures.

Whitehorse Mayor Andrew Davenport said these forward-looking documents signal a decisive new chapter for Council. 

“Our recently adopted Budget and Integrated Council Plan mark the beginning of a new journey shaped by fresh ideas and renewed purpose. These documents demonstrate Council’s strong commitment to listening to our community and doing things differently”, Cr Davenport said. 

Integrated Council Plan 2025-2029

Cr Davenport said the Integrated Council Plan builds on the foundations of the Whitehorse 2040 Community Vision, developed by the Community Panel in 2020, and informed by shared achievements over the past 4 years.

“Through the implementation of our Integrated Council Plan, we aim to create a city where everyone can live, work, learn, and thrive. This Plan integrates the Municipal Public Health and Wellbeing Plan, a first for Whitehorse, ensuring community health and wellbeing is a key part of our strategic approach”. 

The Plan focuses on 5 strategic directions:

  • Community: We aim to foster a connected, inclusive, safe and active community where everyone feels a sense of belonging. 
  • Built: We aspire to develop safe, accessible, and attractive public spaces and infrastructure that meet community needs and adapt to growth.
  • Economy: We are prioritising a resilient and dynamic economy, with support for local businesses, diverse opportunities, and job and investment attraction.
  • Natural: We are committed to protecting natural areas, promoting environmental sustainability, building climate resilience, and managing waste responsibly.
  • Governance: Strong governance will be achieved through transparent, accountable management and the efficient and financially sustainable delivery of valuable core services. 

Cr Davenport said these directions describe Council’s vision for Whitehorse, while the budget provides a roadmap for how Council will fund the plan.

Budget 2025/26 

This year’s budget provides $187 million for the delivery of services, including more than $26 million for kerbside and public waste services, $12.7 million for health and family services, and $10.3 million for community safety.

Community safety is a top priority for this Council with funding allocated to a number of initiatives including the establishment of a Whitehorse Community Safety Crime Prevention Committee. 

Other operational initiatives include the development of a new Integrated Transport Strategy, including walking, cycling and opportunities for dog parks. This was included as a result of feedback from the community.

The budget also includes a $53 million capital works program, which includes $20.7 million for land, buildings and building improvements. Significant funding has been allocated for major projects, including $8 million to start construction on the major redevelopment of Box Hill City Oval, $6.3 million in pavilion upgrades, and $3.4 million for the Box Hill City Oval sports field ground renewal. 

“We know our Whitehorse community has bold aspirations for the future, and this budget reflects our commitment to supporting those aspirations. 

“We’ll achieve this by getting things done and continuing to focus on what the community is asking for”, Cr Davenport said.
